White titanium paint is goopy when trying to

Titanium. Paint is goopy when I I try paint over other oil paint on my painting. I have never come across this problem before. If I thin it with terpenoid, still a problem. If I add some oil medium, still a problem. I wiped it off with turpenoid, but some of it stuck in small streaks. Any clue?

Sorry about the goopy paint. I've never run across this with oil paints either. It may be a brand issue or the paint settling within the tube, in which pulling more from the tube and mixing it better on the pallet may help. Really old paints can have the oil separate from the solids and kneading the tube will mix it back together.
